First, analysis of official documents and interviews with local officials and related organizations were conducted in Sapporo, Fukuoka, and Nagoya. This revealed that although the central wards in three cities are regaining population since the late 1990s, the surrounding conditions and the leading actors in urban demographic change vary considerably in these three cities. The response of local governments to urban resurgence has been limited to the realm of urban planning.
