 note = {日本の大都市では、1990年代後半から都心部の人口が減少から増加に転じる「都心回帰」現象が起きている。本研究では、2つの方向から人口の都心回帰が大都市の都心コミュニティにもたらす変化を探った。(1)既存研究が少ない札幌市、福岡市、名古屋市を対象として、自治体等へのインタビュー調査と行政資料の分析を行った。その結果、3都市ともに都心回帰を経験しているが都心回帰の担い手や都心を取り巻く状況は異なることが明らかになった。都市自治体の対応は都市計画分野に限定されており、都心コミュニティの再編に直接対応する制度がないため、地域住民組織は対応に苦慮している。((2)は(下)に収録), This study examines the impact of urban population resurgence on local communities from two perspectives. First, analysis of official documents and interviews with local officials and related organizations were conducted in Sapporo, Fukuoka, and Nagoya. This revealed that although the central wards in three cities are regaining population since the late 1990s, the surrounding conditions and the leading actors in urban demographic change vary considerably in these three cities. The response of local governments to urban resurgence has been limited to the realm of urban planning.
