| 内容記述 | 本稿は独立後のキルギスに注目し、「1990年代に積極的な改革に取り組み国際的に高い評価を得ながら、なぜその後、政変や経済・社会問題に直面したのか」という疑問に答えるため、同国への国際援助を再評価した。その際に国際援助の理論枠組み、ドナー、被援助国政府、被援助国住民の視点を導入した。本稿は援助受入国たるキルギス政府の問題点を指摘しつつ、ドナー側も直接の受益者の視点から援助効果を問い直す視点を欠き、これが問題を生み出してきたことを明らかにした。 | |||||||||||||

| 内容記述 | The purpose of this paper was to answer the question, "Why did the Kyrgyz Republic undertake aggressive reforms in the 1990s that won it international acclaim, but subsequently faced political upheaval and economic and social problems? To this purpose, this paper re-evaluated international aid to the Kyrgyz Republic after independence. In the process, we introduced the theoretical framework of international assistance and the perspectives of donors, recipient governments, and residents of the recipient countries. While pointing out the problems of the Kyrgyz government as the recipient country, this paper also clarifies that the donor side lacked the perspective to question the effects of aid from the perspective of the direct beneficiaries and that this has created problems. | |||||||||||||
