| 内容記述 | 本論文は，医療ソーシャルワーク業務が，時代や政策といった社会の影響から受け身的傾向が強まり，社会へ働きかける視点が希薄化される経緯を整理し，要因との関係性を明らかにした。 貧困や傷病で困窮する患者の受診・入院支援を中心に家族も含め地域社会を視野に業務を担っていた萌芽期を経て，戦後GHQ 撤退後の保健所医療社会事業後退によって地域社会への視点が希薄化した。同時に援助論の偏重傾向が強まった。創設された職能団体は，質向上と業務明確化を求めるも当初の目的から逸れ資格化運動に傾倒した。 政策は少子高齢社会による財源支出抑制に対応するため基礎構造改革，早期退院，地域移行を推進した。医療ソーシャルワーク業務は，政策，組織に後進することで内向きとなり，個別に現れている生活問題を社会の問題とする視点は薄められた。 |

| 内容記述 | The purpose of this study is to clarify the circumstance of the medical social work services in which the passive tendency is strengthened from the effect of the society such as historical context and policy, and the viewpoint which works on the society is diluted. Then, the relevance between these factors and services was clarified. Through the germination stage in which the services was shouldered mainly in respect of medical consultation and hospitalization support of the patient who is distressed by poverty and injury and sickness with the viewpoint of the local community including the family, the viewpoint to the local community was diluted by public health care center medical social work retreat after the GHQ withdrawal after the world war 2. At the same time, the emphasis on social work methodology and theory increased. Though established occupational organization required quality improvement and services clarification, it deviated from the initial purpose and devoted to the qualification movement. The policy promoted basic structural reform, earlier discharge from hospital and transition to the regional community in order to deal with the financial resource expenditure control by the low birth rate and aging society. The medical social work services became inward by backing to policy and organization, and the viewpoint which made the life problem which individually appeared to be a problem of the society was diluted. |
