| 内容記述 | 本稿の目的は，1910年に日本で結成された立憲国民党の若手代議士について，千葉県選出の関和知を例に，その政治構想と政治活動を明らかにするものである。1909年に国政に参加した関和知は，犬養毅に従い各地を遊説に出かけ，都内では青年主催の演説会に積極的に登壇する。議会では国民党の幹事として，大逆事件後の言論出版の自由を擁護し，朝鮮における新聞の規制を緩和するよう訴えた。第11回総選挙は落選するも，再び繰り上げとなり議席を守る。そして，大正政変でも国民党に留まり，選挙権の拡大を目指して動き始めた。彼の「閥族打破」は国民の政治参加と表裏一体であり，その理想を追求する一方，政策に効力をもたせる現実的な努力も怠らなかった。 | |||||||||||

| 内容記述 | The purpose of this study is to clarify the political concept and political activities of young representatives of the Constitutional Nationalist Party (Kokuminto) formed in Japan in 1910, taking SEKI Kazutomo as an example. SEKI Kazutomo, who was elected to the Diet in 1909, worked with influential politician INUKAI Tsuyoshi. In the Diet, he defended the freedom of press after the High Treason Incident and called for the easing of restrictions on newspapers in Korea. The 11th general election was unsuccessful for him, but it was once again moved up and he defended his seat. Even during the Taisho Political Crisis, he remained in the Constitutional Nationalist Party (Kokuminto) and began to work for the expansion of voting rights. For SEKI Kazutomo, the political slogan "destroy the clique" meant being on two sides of the same coin with regard to the political participation of the people. While pursuing his ideals, he did not hesitate to make realistic efforts to put policies into effect. | |||||||||||
