| 内容記述 | 超少子高齢化社会である日本では今，「地域」の果たす役割に期待が高まっている。幾度にもわたる介護保険の改正や「ニッポン一億総活躍プラン」，「地域共生社会」，「我が事・丸ごと」など国から出される方針はどれも地域住民の積極的な地域活動への参画を期待したものである。一方で地域では社会的孤立の問題などが深刻化し，地域における互助的機能も弱体化しており，理想と現実のギャップは大きい。本稿の目的は，地域共生社会の推進が難しいのは，国の政策や制度と住民が抱える課題の乖離にあることを指摘し，その解決策を事例分析や理論研究から導き出すことである。住民参加の意味を改めて問い直し，そこで果たすコミュニティソーシャルワーク(以下CSW)の効果的な取り組み方法について，ソーシャルクオリティの包括的視点やエンパワーメントの考え方，また筆者自身のコミュニティサポーターとしての経験から横断組織的な制度や活動の重要性を強調している。住民の参加と社会の発展は車の両輪のような関係であり，互いの相互作用により地域コミュニティが成熟化し，このような関係性の先に地域共生社会があることを提示している。 | |||||||||||

| 内容記述 | Japan is facing serious situation regarding with super aging and depopulation problem, and now it has been emphasized and also given high expectation to the role of "community". According to the several times of revision of long-term care insurance system, and also new policies which is related with inclusive society, high expectation are applied to the people in a community to participate and contribute to community activity. On the other hand, there are various kinds of social problem including social isolation in a community and it makes difficult to meet these expectations. It can be said that there is a big gap between ideals and reality. The primary purpose of this paper is to find a solution through case study and theoretical research based on the problem of divergence between policy and needs of the people. More specifically, the present study attempts to propose the new role of the community social work, which is exceeding the area of social welfare while adopting the perspective of more comprehensive community building, referring to the perspective of social quality, empowerment and the experience as a community supporter in Nagoya City. Participation of the people and development of community are like the two wheels of a vehicle, the community can be more mature through mutual interaction and it makes possible to create inclusive society. | |||||||||||
