According to the several times of revision of long-term care insurance system, and also new policies which is related with inclusive society, high expectation are applied to the people in a community to participate and contribute to community activity. On the other hand, there are various kinds of social problem including social isolation in a community and it makes difficult to meet these expectations. It can be said that there is a big gap between ideals and reality. The primary purpose of this paper is to find a solution through case study and theoretical research based on the problem of divergence between policy and needs of the people. More specifically, the present study attempts to propose the new role of the community social work, which is exceeding the area of social welfare while adopting the perspective of more comprehensive community building, referring to the perspective of social quality, empowerment and the experience as a community supporter in Nagoya City. Participation of the people and development of community are like the two wheels of a vehicle, the community can be more mature through mutual interaction and it makes possible to create inclusive
