| 内容記述 | ミンダナオ紛争は「政府vs.反政府」という国家権力抗争や「キリスト教徒vs.イスラム教徒」という宗教対立の構図だけではない。紛争の背景には「先祖伝来の土地問題」や、有力氏族であるクラン同士の争い(リド)が関わっている。本論文はミンダナオの和平プロセスの阻害要因として、政府が独立後にとった同化政策や移住政策他によって、キリスト教徒とイスラム教徒の間に「水平的不平等」が生じたことに加えて、政府が一部のクランを地方分権化の名のもとで利権構造に取り込んだことで、「利権を"持つ者"と"持たざる者"」という不平等な関係を生じていることを挙げた。 | |||||

| 内容記述 | In the past, the Mindanao conflict has seen the structural outline such as "Government" vs. "Anti-Government" in power struggles, or "Christians" vs. "Muslims" in religious conflict. This paper aims to analyze obstacle factors on Mindanao peace process focusing on the economical and political vested-interest structure introducing "Horizontal Inequalities." The main point is the nature of the Mindanao conflict "Ancestral Domain" which is one of the most important issues of the peace process, and the "clan" (meaning family) conflicts which is called "rido" characteristic of Mindanao, and also "Vested-Interest Haves and Not Haves" caused by the Government taking only some clans into the vested-interest structure in the name of decentralization. | |||||
