This paper aims to analyze obstacle factors on Mindanao peace process focusing on the economical and political vested-interest structure introducing \"Horizontal Inequalities.\" The main point is the nature of the Mindanao conflict \"Ancestral Domain\" which is one of the most important issues of the peace process, and the \"clan\" (meaning family) conflicts which is called \"rido\" characteristic of Mindanao, and also \"Vested-Interest Haves and Not Haves\" caused by the Government taking only some clans into the vested-interest structure in the name of
