| 内容記述 | 本稿は、公立図書館を例として、政策実施研究の視点から、自治体の政策策定のあり方を検討するものである。地方分権の推進に伴い、地域の実情や実態等に即した政策を策定することが自治体に期待されてきた。最終的には、地域の実情等に即した政策を策定するためには、実施を通じて得られる政策情報が有用であり、指定管理者制度を導入するとその情報を取得することが難しくなることを示した。 | |||||

| 内容記述 | This paper examines the way policies are formulated by local governments from the perspective of policy implementation studies. Public libraries are used as an illustrative case. With the promotion of local autonomy, local governments are expected to create policies that are tailored to the actual conditions they face. Ultimately, it is useful for local governments to create such policies through the use of policy data obtained through the implementation of policies. However, there are indications that the introduction of designated administrator systems makes it difficult to obtain this data. | |||||
