| 内容記述 | 政策ネットワークは、政策問題の解決に向けて官民のアクターが資源を交換する関係を形成するゲームの場である。このような政策ネットワークは一度形成されると、そのまま固定するものではない。政策ネットワークは形成と消滅という外的変化はもちろん、アクターの入れ替えとそれによる選好の変更という内的変化を経る。本研究は政策ネットワークの変化とは何か、その変化はいかに観察できるのかを検討することを目的とし、韓国の電子政府政策を事例として取り上げる。そして、韓国における電子政府政策ネットワークをI期（金永三政府の1998 年まで）、II期（金大中政府の2003 年まで）、III期（盧武鉉政府の2008 年まで）、IV期（李明博政府の2013 年まで）、Ⅴ期（現在の朴槿恵政府）に分けて分析した。その結果、韓国の電子政府政策ネットワークは閉鎖的な状態でスタートし、その規模が拡大するとともに、開放的な状態に変化した。また、アクター間関係は協力関係であったり、競争的関係であったり、深刻な葛藤関係であったりするなど様々な関係が形成されていた。 | |||||

| 内容記述 | The policy network is an arena in which public and private actors exchange resources in order to resolve policy issues. Once a policy network is formed, it is not intended to be unchangeable. Policy networks often go through external changes (e.g., their formation and disappearance) and internal changes (e.g., the replacement and the changing preferences of actors). The purpose of this study is to investigate what causes changes in policy networks and how these changes can be observed, using the e-government policy of South Korea as an example. For our analysis, we classified South Korea’s e-government policy networks into five stages: StageI(mainly the Kim Young-sam administration, until 1998); StageII(the Kim Dae-jung administration, 1998-2003); StageIII(the Roh Moo-hyun administration, 2003-2008); StageIV(the Lee Myung-bak administration, 2008-2013); and StageⅤ(the Park Geun-hye administration, 2013-present). Our analysis found that South Korea's e-government policy network began in a closed state, but was changed to an open state at the same time as the scale increased. In addition, various kinds of relationships have been established, such as cooperative relationships, competitive relationships, and serious conflict relationships. | |||||
