| 内容記述 | 本稿は、会員制の有償ボランティアにより子育てについて援助活動を行う「ファミリー・サポート・センター事業」の歴史的経緯を探索するとともに、現在の状況および今後の課題について論じている。当初、ファミリー・サポート・センター事業は既存の保育サービスで対応できない変動的、変則的な保育ニーズに対応することを目的に設立された。しかし近年では継続的な援助内容が多く、病児・病後児、障がい児の預かり等、専門性を要する援助にも対応するなど、社会情勢に応じて活動内容が拡大している。一方で、先行研究および活動実態調査からは、援助活動の担い手不足、センターのスタッフの雇用環境の整備等、さまざまな課題が指摘されている。今後は同事業の可能性とあわせて、対応可能な援助内容の限界を意識するとともに、他の保育サービスとの関係も検討しながら事業の課題に取り組んでいくことが求められる。そのことにより、ファミリー・サポート・センター事業は、他の担い手と協力しながら地域の支え合いの仕組みとして継続して機能し、豊かな地域サービスの展開につながることが期待される。 | |||||

| 内容記述 | The paper explores the historical development and discusses current and future problems of family support centers, which provide various childcare services with the help of registered stipend volunteers. Family support centers were first established to meet variable and irregular childcare needs, which established childcare services could not cope with. In late years, however, they also engage in many continuous family support services and even look after convalescent children and children with disabilities, who require specialist care. Their activities have thus expanded in correspondence with changing social conditions and they increased in numbers in many parts of municipalities. The precedent studies and activity surveys, nonetheless, have pointed out various problems such as a shortage of supporters and maintenance of the staff's employment environment.We need to be conscious, therefore, that family support centers have both abilities and limits in giving helping hands and they should work on these problems while examining the relations with other childcare services. It is expected, accordingly, that family support centers will continue to function as mutual aid organizations and contribute to development of community service resources in cooperation with other stakeholders. | |||||
