| 内容記述 | 世界に類を見ないスピードで超高齢社会を迎えているわが国にあって、高齢化に伴う財政負担は深刻である。年金、医療、介護などの社会保障制度が今後維持できなくなるのではないか、といった不安を背景に、閉塞感が社会に蔓延している。一方で、社会保障費に充てるための「消費税」増税の是非を、限られた情報開示の中で、私たち国民に問われても判断に困ってしまう。正直なところ、「財政赤字は放置できないが、単純に増税に賛成したくない」という気持ちが本音だろう。しかし、消費税増税法案と社会保障関連法案が、2012(H24)年6月26日に衆議院で可決し、8月10日に参議院で可決・成立した。本稿では、第1章でわが国の高齢化社会の実態を概括しながら、高齢者も「支えられる側」から「支える側」へ転じる可能性を展望する。第2章では現行の社会保障制度の脆弱さを明らかにし、政府の失敗を指摘した上で、世代間格差の根本的な要因とその改善策を示す。第3章では「社会保障と消費税のあり方」を切り口に、超高齢社会の新たな地平を求めて若干の考察を示す。 | |||||

| 内容記述 | Japan is plunged into the super-aged society at speed without the precedent. The financial burden with the aging is serious. A people will have the unrest that the social security system cannot be maintain in future. Therefore an impasse is widespread in the society and a people is looking for the society which creating new value. On the other hand, a people is at a loss for a judgment even if a people is asked about "the right or wrong" of the consumption tax increase to assign it to the social security budget. To be frank, it will be the real intention "a people cannot leave the deficit financing, but not to want to agree to a tax increase simply". However, on June 26, 2012, "the consumption tax increase bill" and "the social security related bill" were passed in the House of Representatives. And they were approved in the House of Councilors on August 10. This paper considers about the super-aged society as follows. Chapter 1 considers about the possibility that the elderly person turns in "the side to support" from "the supported side" in the society after having summarized the actual situation of the Japanese aging society. Chapter 2 clarifies the weakness of the current social security system and points out "failure of the government". On that, it shows the factor of a generation gap and a improvement. Chapter 3 considers about the new horizon of the super-aged social while quoting "the social security system and the consumption tax" in the national public opinion. | |||||
