| 内容記述 | 昨今、「SATOYAMAイニシアティブ」に対する社会的関心が高まっている。持続可能な農業を考えるとき、SATOYAMAは一つのベンチマークとなる。本論文では、まず、「多面的機能」と、「生物多様性」、「生態系サービス」の用語の解釈について統合を試みた。「多面的機能」の発現は、「生態系サービス」に拠るものであると体系化した。次に、外部経済としての非農産物を市場取引するために、所有権(財産権)アプローチの古典的理論展開を確認した。同時に、生態系サービスを取引可能な所有権(財産権)とすることによってもたらされる効果をシナリオ展開した。最後に、外部経済としての生態系サービスをどのような方法で内部化するかを、事例を取り上げながら概観した。企業は、生物多様性に対して積極的に取り組んでいることを確認する一方で、生物多様性のバンキングについて、アメリカ、ミネソタ州の取り組みについて事例研究を行った。ミネソタでの取り組みは、農家が、生態系サービスを生産する生息地をバンキングすることで、生物多様性の生産に対して対価を受け取る、という意味合いにおいて、新たな市場が創設されているモデルケースであるといえる。しかし、この制度は開発時にこのミティゲーション・バンキングを実施するだけであり、継続的な制度であるとはいえない。継続的に生態系サービスが生産されるような経済的インセンティブとなる制度設計が重要である。 | |||||||||||

| 内容記述 | These days, social interests toward SATOYAMA initiative have been increased. SATOYAMA is one of the most important benchmarks of sustainable agriculture. First, I tried to integrate the interpretation of the keywords, Multifunctionality, Biodiversity, and Ecosysytem services from Agriculture. In this paper, I systematized that emergence of Multifunctionalities of agriculture are depending on agro-ecosystem services. Second, I confirmed classical development of property rights theorems in order to trade non-commodity products of agriculture in market. At the same time, I expanded scenario when agro-ecosystem services are certificated as tradable property rights. I surveyed how to internalize agro-ecosystem services that are generally known as public goods and externalities, with the case study of Minnesota Wetland Banking. This banking system is one of the model methods of creating new market in the meanings that farmer can earn consideration paid for production of biodiversity appeared as agro-ecosystem services. But this program does not enhance these services continuously, because Mitigation Bankings are adopted only when some land developments are started. It is important to establish institutional system preparing economical incentives which enhance the production of agro-ecosystem services continuously through farmers daily practices. | |||||||||||
