| 内容記述 | 江戸時代の日本では、藩札という事実上の不換紙幣が地方所在の大名領国における日常の交換手段として広く普及していた。この藩札の流通状況に関しては、その大部分は濫発とともに幕末にかけて価値が大きく下落し、領民の生活に悪影響を及ぼしたとされることが多い。仮にそうだったとした場合、明治政府が発行する不換紙幣を誰もが喜んで交換手段として受け入れたとは考え難い。しかし、明治通宝という政府不換紙幣がすんなりと受け入れられたほか、藩札と新貨幣との交換も順調に進んだのである。本稿は、藩札濫発論に問題があるのではないかという視点から、明治初年に作成された各種の資料などを利用して江戸後期における藩札発行高の推移を独自に推計のうえ、貨幣論の立場から改めて藩札濫発論の妥当性について検討しようとするものである。その結果、藩札濫発論あるいは価値下落論のいずれとも支持されえなかった。だからといって、藩札の増発自体を否定するものではない。むしろ、藩札の増発は、徳川幕府が万延の改鋳後に財政赤字補填を目的として採用した通貨増発政策、それに伴って生じた銀相場の大幅な下落や国内一般物価の騰貴に起因するものと観念される。 | |||||||||||

| 内容記述 | In the Edo period of Japan, most commercial transactions were settled by domain notes, a paper money named hansatsu in areas other than Edo, Osaka, and Kyoto. They were issued by feudal clans as a local means of payment with the permission of the Tokugawa shogunate, and partially backed by gold and silver coins as reserve. It is accepted that those domain notes were issued excessively in the end of the Edo period, resulting in inflation, although it has not yet become an established view. This paper aims at re-examining this hypothesis by estimating the outstanding amounts of domain notes from the 1830s through the Meiji Restoration and by taking the nature of the domain notes as a media of exchange. We find that the over-issue of the domain notes was not a cause of inflation but rather triggered by inflation as a result of an excessive issue of gold coins by the Tokugawa shogunate to finance their fiscal deficits. | |||||||||||
