| 内容記述 | 災害対策が縦割りで考えられがちな中，災害は日常社会の全領域に影響を与えるため，平時と災害時の構造を統合的に考えるべきである。特に，多文化共生の文脈では，日本人と外国人が共に災害対策を考える体制が求められる。本稿では，災害を通じて日常を見ることの重要性と，外国人が災害時に直面する5つの壁，それを取り払うための課題について，先行事例，ヒアリング，それを踏まえた実践を通じて整理した。 | |||||||||||||

| 内容記述 | In a context where disaster measures are often considered in isolation, it is crucial to integrate the structures of normalcy and disaster situation, as disasters affect all areas of daily society. Particularly in the context of multicultural coexistence, a system where Japanese and foreign residents collaboratively think about disaster measures is essential. This paper emphasizes the importance of viewing daily life through the lens of disasters and discusses the five barriers foreigners face during disasters. It outlines challenges to overcome these barriers through precedents, interviews, and practical applications based on these insights. | |||||||||||||
