| 内容記述 | 本稿では政策過程における「評価」が、住民参加論においてどう位置づけられてきたのかを論ずる。前半では住民参加論をもとに、「住民参加」の概念を整理し、その射程を確認するために、参加の主体、参加の目的、そして政策過程のどの段階に参加するのかという各視点から見ていく。後半では、「評価への参加」において何が重視され、何が期待されたのかを確かめるため、外部性、前提条件、効果の各観点から整理する。 | |||||||||||||

| 内容記述 | This article discusses how 'evaluation' in the policy process has been positioned in the theory of citizen participation. In the first half of the paper, the concept of 'citizen participation' is summarised based on citizen participation theory, and in order to confirm its scope, the paper looks at the subject of participation, the purpose of participation and the various branches of participation in which stage of the policy process people participate. In the second half, we will organise the externalities, preconditions and effects in order to ascertain what is emphasised and what is expected in 'participation in evaluation'. | |||||||||||||
