| 内容記述 | 2022年に改訂の「生徒指導提要」(文部科学省， 2022)によれば，特別活動の一つである「生徒会活動」は生徒指導の目的を達成するためにとても重要である。公立中学校で2016年度に始めた「ノート検定」を中心とした生徒会活動は，生徒たちが自ら楽しく学習し合える環境を作り出した。新たに「学習協力委員会」を設置したことで，「ノート検定」が生徒主体の取組となり，生徒会活動の活性化につながった。生徒が提案した企画を生徒自身で運営し，生徒同士で認め合い・励まし合い・支え合える関係をつくっていくことは，生徒の主体性・積極性を大きく促進し，学力の向上にも大いに貢献した。また，2020年度からのコロナ禍において，生徒のアイデアを取り入れた創意工夫した「ノート検定」を実施できたことは，どのような状況でも生徒会の取組は実施可能との希望を生徒たち自らが示した。さらに，生徒会活動に魅力を感じて生徒会役員等に立候補する生徒が増えてきたことは主権者意識の向上と言える。 | |||||||||||

| 内容記述 | By the revised "Seito Sidou Teiyou (Summary of Guidance and Counseling)" (MEXT, 2022) "Student Council Activities," one of the special activities, are deemed crucial in achieving the objectives of Student Guidance and Counseling. The "Student Council Activities," focusing on the "Notebook Certification" initiated in public junior high schools in 2016, enabled students to create an environment where they could enjoy learning together. The "Learning Cooperation Committee" establishment further shifted the "Notebook Certification" to a student-driven initiative, contributing to the revitalization of "Student Council Activities." Students took the initiative to propose and manage projects, fostering mutual recognition, encouragement, and support among themselves, significantly enhancing student autonomy and proactiveness, and contributing to academic improvement. In addition, amid the COVID-19 pandemic since 2020, students expressed the hope that student council initiatives, incorporating and innovatively implementing student ideas, such as the "Note Certification," could be carried out under any conditions. Moreover, the increased number of students volunteering for student council officer roles due to their attraction to "Student Council Activities" indicates an elevation in their sense of autonomy and sovereignty. | |||||||||||
