In this collaboration, a practical Web‐based GIS (Geographic Information System) called \"CHUTAN‐ANSHIN‐KUN\" has been proposed and implemented to share road disaster, river disaster and landslide information at early stages. The disaster prevention authorities, such as the public works offices of the local government, input disaster information and photographs based on information from inhabitants. The disaster information is shared among the disaster prevention authorities and several municipalities. The system was implemented solely by the students of the Faculty of Engineering, Doshisha University, on a voluntary basis and is available for practical use. In a social experiment in 2005, 26 of 31 participants claimed that the system would be effective for a large-scale disaster. Furthermore, the effectiveness of the system was clarified through real use during a heavy seasonal rain front occurring 15‐19 July 2006. An unresolved issue of the system is that its frequency of use is extremely low, and users have difficulty learning how to use it. Consequently, it is necessary to develop and introduce a new system with a simpler GUI (Graphical User Interface) for daily use by disaster prevention authorities.", "subitem_description_type":
