オランダは1980年代の景気後退からは給付の抑制策が既定路線となっていった。2015年の参加法はこうした路線の帰結である。また、同法では公的扶助各制度の実施責任は基礎自治体に分権された。オランダで行われたBI実験は、自治体に移譲された参加法実施責任の負担が重く、その回避を求める戦略があったとこの論文では結論した。, This paper describes the process and interprets the results of the so-called BI experiments conducted by the Dutch Basic Municipalities.
Since the recession of the 1980s, the Netherlands has taken measures to curb benefits, and the 2015 Participation Act is a consequence of this course. The law also decentralized responsibility for the implementation of each public assistance program to the basic municipalities.
