paper aims to clarify the conditions for establishing a timing controller as a unit of activity through a case analysis of a spiral steel pipe. Through this analysis, we propose a perspective for understanding timing controllers from the three dimensions of function, unit, and company. While spiral steel pipe is a product for which timing control is essential, it is a case in which the particular unit of activity cannot be established. By analyzing this case, we intended to shed light on the conditions necessary for the timing control function to be carried out by a particular unit.
