To illustrate, we focus on SEKI Wachi, a journalist who earned a degree in the United States and then acted as a lawmaker in the House of Representatives in the 1910s and 20s. Financial poverty forced him to work while studying abroad, giving him an upclose view of the various strata of American society. After returning to Japan, he worked as an editor for the newspapers Yorozu Choho and the Tokyo Mainichi Shimbun. In 1909, he became a member of the House of Representatives. He organized a consultation meeting with NAKANO Takenaka and others to oppose the California Alien Land Law. In addition, he engaged in other concrete political activities, such as forming the Japanese-American Section in the Inter-Parliamentary Union with American delegates at the 18th Conference.
