This paper explores the situation of the community care in China, from perspective of governance and people's participation. Specifically, project design matrix was presented based on some factors, which is constructing welfare community in Japan, and interview was taken place in 8 institutions like community care station for the elderly. Through the interviews, this paper identifies some tasks to be solved, and also makes some proposals to construct welfare community in
