 note = {本稿は産官学連携クラスターの日仏比較研究の第一次資料として記録した佐賀県唐津市，玄海町におけるコスメティック・クラスター(同シリーズJ 3)に関する研究ノートであり，主に2018年度2回にわたって行った調査の結果を記述する。以前より同地域には，アジア市場への地理的利点や3社よりなる小規模クラスターの存在，化粧品の原料となる第一次産業が活発であること，薬用植物栽培研究所や大学等の研究機関の存在というクラスターの形成に必要な資源を有していたが，2011年にフランスの「コスメティックバレー」がアジアの戦略拠点となるパートナーとして同地域を選択したことがクラスター形成のきっかけとなった。品質管理，分析業務を行うブルーム社を中心に企業間で分業を行うことで同地域に企業が集積する仕組みを作り，民間主導のボトムアップ型のクラスターを形成している。国際的コスメティッククラスター形成に際して，推進母体として設立された関連企業や大学等の研究機関，行政，生産者等から構成されるジャパン・コスメティックセンター(JCC)はクラスターの維持，形成に大きな役割を果たしている。, This paper is a research note on the cosmetic clusters in Karatsu City and Genkai Town, Saga Prefecture (Series J 3), and describes the results of two surveys conducted in 2018. For some time, the region has had the resources necessary for the formation of a cluster, such as geographical advantages to the Asian market, the existence of a small-scale cluster consisting of three companies, active primary industries that provide raw materials for cosmetics, and the existence of research institutes such as medicinal plant cultivation laboratories and universities.
