As an opposition party member, he criticised the failure of negotiations at the Paris Peace Conference and questioned the relationship between Lyuh Woon-hyung and the government. Additionally, he served as Secretary-general of the opposition lawmakers in that he appealed to public opinion by widely reporting the confrontation with Prime Minister HARA Takashi in the Diet. However, his claim was inadequate in criticising internal affairs, as the party was not united in favour of universal
