 note = {第一次世界大戦後の対応を迫られるなか，野党として，憲政会の幹事長はいかなる政治活動を展開したのか。本稿は1919年から1920年にかけて，その任に就いた関和知の政治演説を分析する。パリ講和会議での交渉失敗を批判し，呂運亨と政府の関係を問題視するなど，その内容はもっぱら外交面に偏りをもつ。また，議会における首相・原敬との対決はマスメディアに大きく報道され，世間へのアピールという点で野党幹事長としての役割を果たした。他方，普通選挙を前面に押し出すのが遅れ，また，「独立の生計」を営む者という条件をつけたことにより憲政会の足並みは乱れていた。このため，彼の政治演説は内政批判において精彩を欠き，ことさら外交における失政を追及するといういびつなものとなった。, This paper aims to clarify the political activities of SEKI Kazutomo as the Secretary-general of the Constitutional Association (Kenseikai), focusing on his speeches from 1919 to 1920 in Japan. As an opposition party member, he criticised the failure of negotiations at the Paris Peace Conference and questioned the relationship between Lyuh Woon-hyung and the government. Additionally, he served as Secretary-general of the opposition lawmakers in that he appealed to public opinion by widely reporting the confrontation with Prime Minister HARA Takashi in the Diet.
