Despite the law revisions, the measures remained taboo and Swiss society indifferent. Not until the 2000s was there the real motivation to examine the 'injustice' of social coercion. This paper aims to clarify why the compulsory social measures were not deemed historical injustice until the 21st century. Consequently, the post-war political and social context of Swiss society and international and European acceptance of human rights are explored. Additionally, the role of civil society in both the social cognition of the issue and the path to an official apology are
