| 内容記述 | 本論では、自律的非政府機関による放送政策のあり方について分析検討した。具体的には、イギリスの情報通信庁（Ofcom）の設立をめぐる議論変遷を対象に、英国議会議事録を用いた文献研究を行い、そこから政策環境の整備に必要な課題を抽出した。分析結果から、1994年におけるメディアコミュニケーション研究会における議論が、その後のイギリスの放送政策形成に大きな影響をもたらしたという点を明らかにした。 | |||||||||||||

| 内容記述 | In this paper, we analyzed and examined the ideal way of broadcasting policy by autonomous non-governmental organizations. Specifically, we conducted a literature study using the minutes of the British Parliament, targeting the transition of discussions on the establishment of the Telecommunications Agency (Ofcom) in the United Kingdom, and extracted the issues necessary for improving the policy environment. From the analysis results, it was clarified that the discussion at the Media Communication Study Group in 1994 had a great influence on the subsequent formation of the broadcasting policy in the United Kingdom. | |||||||||||||
