Therefore, in case of armed conflict at sea, agreement-based MPA is possible to operate as a maritime biodiversity protection measure during armed conflict. However, this research shows that any existing MPA, including the PSSA, does not meet the requirement of an effective environmental protection measure for armed conflict. On the other hand, the research also shows that MPA indirectly protects sea areas because the establishment of MPA itself shows the importance and fragility of biodiversity in these
