Therefore, in case of armed conflict at sea, agreement-based MPA is possible to operate as a maritime biodiversity protection measure during armed conflict. However, this research shows that any existing MPA, including the PSSA, does not meet the requirement of an effective environmental protection measure for armed conflict.
