The data used in this paper are from a nationwide survey of large companies conducted in April 2020, a survey of small and medium-sized companies in Kyoto City conducted in May 2020, and interviews with small and medium-sized company presidents conducted in July 2020. The analysis revealed that the smaller the company size, the lower its tolerance for crisis situations. Conversely, the larger the company size, the greater the confusion caused by miscommunication within the
