Participant observation and interview survey were conducted at the Cafe Azuma, a \"community exchange space\" established during the current outbreak of COVID-19. The analysis of the survey results indicates that Cafe Azuma is a social space respectful of infection prevention measures that results from the encounter between welfare professionals and locus. Based on these findings, we examined the possibility of using home-helpers as human resources in charge of facilitating social interactions for the \"New Connection Projects\", and the necessity of continuing community-based welfare activities by reopening communal spaces. While there is no foreseeable end to the COVID-19, there is a need to pave the way for the revitalization of social
