 note = {本稿は、公共政策の同化/分化が生じる要因を考察する中で、政府間関係がどのように作用しているのか否かを明らかにすることを目的としている。日英比較の観点から受動喫煙防止政策を対象とした研究から、政策課題設定に関して、サブ・ナショナルな政府という位置を活かし、政策課題を論じる場を移動させ、受動喫煙防止を公衆衛生として問題のフレーミングを見直し、政策転換を図った過程が共通して明らかにされた。一方、政策環境、政策の窓の観点から見れば、制度、ネットワーク形成、問題、政策、政治の3つの流れの有り様の違いが、異なる政策内容を導き出している。, The aim of this article is to investigate the promotion of policy change by sub-national government from a comparative perspective, focusing on the policy making process of the smoking ban in public places in Scotland in the UK and in Kanagawa in Japan. Venue shift from the central government to sub-national government enhanced the introduction of new legislation of banning on smoking.
