Japanese policy studies have over-emphasized theoretical interdisciplinarity,  have lost the collaboration between the job sites  and the theories. This paper will reconstruct the theory of policy studies from the study of public administration and the evaluation study, and will consider eight issues that have emerged in reviewing actual policies.
