 note = {国際標準に比べると日本の評価実践は「ガラパゴス化」していると言われるが、その背景には学際性を強調するあまり理論的「求心力」を喪失した日本の政策学研究の実態、そして実務家と理論家の共同作業の不在がある。ここでは行政学と評価学から政策学の理論を再構築するが、とくに現実の政策をレビューする場面で登場してきた8つの論点を考える。考える手がかりを提供するのが、長年の経験で培われてきた評価専門家の知見である。, Comparing international standards, Japan's evaluation practices have become "Galapagos"(over-uniqueness) .The reason is that Japanese policy studies have lost the theoretical "centripetal power" . Japanese policy studies have over-emphasized theoretical interdisciplinarity,  have lost the collaboration between the job sites  and the theories. This paper will reconstruct the theory of policy studies from the study of public administration and the evaluation study, and will consider eight issues that have emerged in reviewing actual policies.
