To improve this situation, street-level officials need to be involved in policy making. According to the first national survey on the participation status of public health nurses in health care and welfare plans, many public health nurses have accumulated experience and achievements involved in planning, but at present, in the office work of planing. That clarifies that public health nurses cannot be said to be involved in policy making. However, since many public health nurses are trying to reflect the issues identified in the field in their plans, it was confirmed that the awareness and motivation of public health nurses to be involved in policy formulation has begun to grow.
