 note = {地方分権が推進される中で、自治体の政策形成能力の向上が求められてきたが、住民や地域の実情や実態に即した政策形成を行うことは未だ不十分である。この状況を改善するため、第一線職員が政策形成に関わるようにする必要がある。そこで、保健師による保健医療福祉計画への参画状況についての初の全国調査を基に、多くの保健師が計画策定に関わった経験と実績を蓄積している一方で、現状では策定業務の事務局的な役割が多く、政策形成に関与しているとは言い難いことを明らかにした。とはいえ、現場で把握した課題を計画に反映させようとしている保健師も多いことから、保健師の中に政策形成に関わる必要性の認識と意欲が育ち始めていることが確認できた。, While decentralization has been promoted, it has been required to improve the policy-making ability of local governments, but it is still insufficient to formulate policies with the actual conditions of residents and regions.
