In this paper, the factors behind the changes in technical composition are classified, and then the ratios of their contributions are analyzed to clarify the causes of the change in the composition. In the late 1990s, technical composition began to decrease, whereas the price ratio of production factors was rising. This is contrary to the general law of capitalist accumulation of Karl Marx. In those circumstances, it is observed that the constant capital declined far more than the decline seen in the variable capital. Further, it is considered that suppressing capital investment led to a reining in the payment of
