The development economics vision of Honda Toshiaki could be linked to the 'fertilization of Japan' that encompassed the political economy of development in the Tokugawa economic thought, through its affinity with Dazai Shundai, who had clarified the relationship between institutionalization and 'public welfare.' As a result, Dazai Shundai's welfare economy and Honda Toshiaki's development economics vision enable us to do a comparative study of economic thought in the Tokugawa
