In this paper, we conduct a theoretical examination of the governmental policy necessary for the promotion of this system. The main conclusions of this paper are as follows. The government should be able to diffuse the cooperative vehicle–pedestrian driving safety support system into a society by distributing free pedestrian units (or on-board units) in a number that slightly exceeds the penetration critical mass level. Likewise, we are able to reduce the financial cost for the distribution of free units by reducing the critical mass through a public announcement regarding the target penetration
