One reason for this state of affairs is the meagerness of the contributions that resource companies have made to local budgets, despite the fact that in many cases, they are the municipalities’ main sources of funding. We determine that the existing domestic-payments scheme for natural resource use does not sufficiently contribute to socioeconomic development in local areas where natural resources are located.
