In analyzing this topic, a quantitative approach is employed and the following facts are derived. First, the Dajokan-satsu was initially issued for industrial promotion, but soon became a fiscal deficit financing tool. Second, although its value temporarily declined, the Dajokan-satsu was used as money, contrary to the prevailing view that it was not well circulated. Third, the character of Dajokan-satsu as money changed significantly from being partial money, solely used for the wholesale transactions, to the full-bodied money as a general means of
