To that end, it is necessary for the street level official knowing the local actual situation well to play an important role in the policy making. However, that is not realized now. Therefore, focusing on the public health nurse of the local government, I examine the current situation surrounding them and theories of the public health nursing science. Finally I point out the possibility that the street level official can get involved in the policy
