 note = {地域自治区は市町村の事務所と地域住民で構成された地域協議会が一体化された公民が連携しうる場であり、市町村の都市内分権を推進する機能が期待される。そこで地域自治区が都市内分権として機能できているのかを参加と協働の観点から検討したところ、地域協議会は公共的意思決定への参加機能を有するが行政と連携して地域の公共サービスを担う協働機能を有しないことがわかった。協働機能をいかにして確保していくかが今後の課題となる。, Local autonomous region system are places where citizens can work together by municipal branches and regional councils consisting of local residents, and are expected to function of intra-city decentralization. Therefore, considered from the perspective of participation and collaboration whether Local autonomous region system have a function of intra-city decentralization. As a result, Local autonomous region system could be confirmed to function of participation in public decision making, but could not be confirmed to responsible for local public services in cooperation with the government.
