E-learning has possibilities to help teachers develop their classes and teachers can keep track of each student's learning progress. For content design, we used Instructional Design Theory, which is researched in the field of educational technology. The developed learning content was e-learned and practiced as flipped learning at school. In the case of constitutional learning, it is possible to think about issues from a plaintiff, a defendant, or a neutral standpoint by using judicial precedents in face-to-face activities. To realize this learning, it is necessary to acquire basic knowledge and concepts for thinking of cases through e-learning. Through this research, we were able to demonstrate a model of a flipped learning program on the Constitution of Japan for a social studies class that enables collaborative learning utilizing the knowledge and concepts obtained through
