 note = {地域住民の参加による公共サービスの供給活動は，その非排除性ゆえに出現するフリーライダーに対する不満感に妨げられ，過少化するといわれる。本研究では，この不満感に妨げられることなく公共サービスを供給しえるメカニズムを明らかにする研究蓄積の一端として，京都市伏見区の活動家TH氏のケーススタディを行い，次のことを明らかにした。TH氏は，公共サービスを，自己実現の過程で結合的に生産し，なおかつ自己実現に資する投資財として活用している。そうすることで，フリーライダーは納得し難い存在というより，むしろTH氏の自己実現を助ける活動に位置づけられる。そのため，TH氏はフリーライダーへの不満感に妨げられることなく，公共サービスを供給することができる。本研究ではこれをTH氏型活動モデルと名付けて仮説提起した。, Supply of public services by community residents is hindered and then made scarce by feelings of disgruntlement towards freeriders due to the non-exclusionary nature of public services. As part of accumulated research that identifies mechanisms for enabling the supply of public services unhindered by disgruntlement, the case study of an activist named TH in the Fushimi Ward of Kyoto was carried out, and the following points clarified. TH jointly produces public services as part of a process of self-fulfillment, and further leverages investment goods that contribute to self-fulfillment. In doing so, freeriders assist in TH’s self-fulfillment rather than becoming objects of disgruntlement.
