It shows that British military perceives Japan as an advanced country in industrial mobilization. In other words, it means that they didn't regard Japan's preparation for 'Kokka Sodoin (general mobilization)' as the signs of militarism. Moreover, they saw Shigenkyoku (Resources Bureau) established in 1927 as 'Japan's C.I.D' and thought Japan's plans for industrial mobilization didn't threat to British interests in East Asia until
