PD has been recognized as an important asset to enhance soft power and influence for Japan in the Cold war, and Post-Cold war era. The concept of Japan's PD, been changed not only for enhancing the relationships with the US and neighboring Asian countries, but also for coping with the new competition with "rivals" such as China. This suggests that the development of Japan's PD cannot be described only in the context of balance of power or simply by learning effect. This article argues that the view of neo-classical realism is effective to comprehend Japan's PD.
