Este convenio entró en vigor en 2013 ratificado por catorce países, entre ellos ocho países latinoamericanos. En Latinoamérica, el número total de trabajadores domésticos es de 19,593,000 que representa el 7,6 % del empleo total. Entre ellos el 92 % son mujeres. Las trabajadoras domésticas prestan servicios remunerados en casas particulares, es decir, en un espacio privado y de esta manera contribuyen a la reproducción de la vida de sus patrones. Ellas trabajan en duras condiciones, sin contrato fijo, ni seguro social, y con un nivel de salario muy bajo. El convenio189  fue establecido para mejorar esta situación, pero para mejorar sus condiciones laborales aún hay muchas dificultades.
