| 内容記述 | 本論文では、ドイツ家族政策のパラダイムシフトの出発点と思われる1970年代から1980年代に注目し、家族をめぐる法制度を取り囲む政治と社会の動きに目を向ける。具体的には、1979年に施行された「母性休業法」に代わり、1986年に「連邦育児手当法（育児手当・育児休業許可法）」が導入されるまでの政治と社会の動向に目を向け、この時期西ドイツ社会で、家族のあり方や育児の担い手がどのように議論されていたのか、これと関連して、手当の支給対象や休業の取得者は誰なのかをめぐる議論の変遷を跡付ける。そして、母親に代わる育児の担い手として保育所や保育ママ、さらには父親がクローズアップされるようになった背景や意味、そのインパクトについて再考する。 | |||||||||||

| 内容記述 | This article focuses on changes in family policy that occurred in the 1970s—the period considered to be the starting point of the paradigm shift—and the 1980s, with particular emphasis on the relationship among political and social movements and concrete micro-level aspects of the legal system. More specifically, this article examines political and social trends leading up to the 1986 introduction of the "Federal Childcare Allowance Act (Childcare Allowance – Childcare Leave Approval Act)," which replaced the 1979 "Maternity Leave Act," and the nature of the debate in West German society during this time over the nature of the family and who should be responsible for childcare. In connection with this, this article also traces the changing national discourse over who should be the recipient of childcare allowance and leave, and reconsiders the background and meaning of the spotlight shone on nursery schools, babysitters, and fathers as primary child-raisers in place of the mother, and the impact of this on the years that followed. | |||||||||||
